Reduced Fare & Regional Reduced Fare

Free Riders 

People aged 18 and under can ride Kitsap Transit services free of charge. To take advantage of this free fare, riders aged 13 and older are expected to tap a Youth ORCA card upon boarding, while those under 13 are encouraged to tap one. Youth without a Youth ORCA card may be asked to show school ID but will still be able to ride for free. For more information, visit kitsaptransit.com/youthpass.

Eligibility for Reduced Fare

To be eligible for a reduced fare card, you must have a senior or disabled Regional Reduced Fare Permit (RRFP) ORCA card or low income reduced fare ORCA card. These cards can be obtained at Kitsap Transit’s Customer Service office located at the Bremerton Transportation Center (Bremerton Ferry Terminal). RRFP cards and youth reduced fare ORCA cards can also be obtained at any of the region’s ORCA Customer Service Centers.

Regional Reduced Fare Permit (RRFP) ORCA Cards

As the holder of an RRFP ORCA card you can use the card to receive a cash discount on the region’s bus systems, including Kitsap Transit. Simply show the operator your card to pay the reduced cash fare. RRFP ORCA cards also entitle you to purchase Kitsap Transit’s Reduced Fare Monthly Bus Pass, Fast Ferry Round Trip Reduced Fare Pass, or Bus/Ferry Round Trip Reduced Fare Pass which is held on the card. Simply tap the card on the ORCA card reader and it will recognize whether you have a valid Reduced Fare pass.

To take advantage of a free 2-hour transfer, you can load cash onto your RRFP ORCA card E-purse. When tapping your card on a reader, it deducts the appropriate reduced fare and honors a free two-hour transfer.

To exchange your current RRFP for a new ORCA RRFP, simply take your card to Kitsap Transit’s Customer Service office.

To obtain a new RRFP ORCA card, you MUST provide proof of any one of the following conditions at Kitsap Transit’s Customer Service Office:

  • Medicare Card holder - A valid Medicare card issued by the Social Security Administration (Temporary)
  • Senior – Age 65 or older with valid ID and completed Regional Reduced Fare Permit Application. First card is free. Replacement card is $3. 
  • Disability – A completed Regional Reduced Fare Permit Application (first card is free, replacement card is $3) and ONE of the following forms of verification:
    • Verification of receipt of Social Security Disability Benefits or Supplemental Security Income Benefits due to disability (Temporary)
    • Certification by the Veteran’s Administration at a 40% or greater disability level
    • Valid Medicare card issued by the Social Security Administration (Temporary)
    • Valid Regional ADA Paratransit Card
    • Valid ADA Paratransit card from outside the region (Temporary)
    • Proof of current enrollment in a Washington State Individual Educational Program (IEP) (Temporary)

NOTE: Persons without any of the above may still qualify if they have an obvious physical impairment and/or physician verification of disability.

Your first RRFP ORCA card is free. Replacement card is $3. There is no charge, at any time, to exchange an existing RRFP card for an RRFP ORCA card.

Reduced Fare ORCA Cards

As holder of a Reduced Fare ORCA card, you can use the card to receive a cash discount on many of the region’s bus systems, including Kitsap Transit. As holder of a Kitsap Transit low income Reduced Fare ORCA card, you receive reduced fare on Kitsap Transit and King County Metro, Pierce Transit and Sound Transit services only. To receive your reduced fare discount you must pay your fare with a pass or E-purse loaded onto your card. You will not receive a discount by simply showing the card to the operator. Paying your reduced fare from E-purse entitles you to a free 2-hour transfer.

To obtain a Reduced Fare ORCA card, you MUST provide proof of any one of the following conditions at Kitsap Transit’s Customer Service Office:

  • Low Income – Only one of the following forms of verification is necessary:
    • Award letter from SSI, DSHS, proof of State Medical assistance, Food assistance documentation (Note: EBT Quest cards do not qualify as proof - must provide paperwork issued by DSHS)
    • Financial Assistance Award Letter
    • Low income housing paperwork
    • Letter from a public shelter
    • Letter from Work Release
    • Voucher from public assistance agency

The fee for an adult ORCA card is $3. Qualified Reduce Fare or Youth riders can obtain an ORCA card at Kitsap Transit’s Customer Service Office at no fee.
