Fare Policy Proposal
Kitsap Transit (KT) is proposing changes to its Fare Policy that would go into effect on October 1, 2024. The changes include the following:
- Increasing one-way cash fares and monthly passes for the Cross-Sound Passenger-Only Ferry (POF) service
- Eliminating Bus/Ferry Pass and offering Cross-Sound POF passholders fare-free rides on Kitsap Transit Local Foot Ferry, Routed, ACCESS and On-Demand/Dial-A-Ride services for the month their pass is valid
- Raising parking fees at Kitsap Transit’s Annapolis Ferry Terminal and parking fines at all lots
- Delegating authority to Kitsap Transit's Executive Director to set Special Rates of fare for marketing purposes
In addition, on Oct. 1, 2025, Kitsap Transit would implement another increase to one-way cash fares and monthly passes for the Cross-Sound Passenger-Only Ferry (POF) service. The information below shows the proposed fares.
Also prior to the 2025 fare increase on the Cross-Sound POF, Kitsap Transit will study the usage of transfers on this service, the revenue impact on the Ferry Fund, and the potential feasibility and impact of eliminating transfer credits on the Cross-Sound POF.
The proposed fare increases for the Cross-Sound POF – the first since the service launched in 2017 – are in response to recent, ongoing inflationary conditions and growing urgency to preserve the long-term sustainability of the Marine Services fleet and facilities.

ANNAPOLIS FERRY TERMINAL - FEES & FINES EFFECTIVE OCT. 1, 2024
Daily Parking Fee goes from $5.00 to $7.00.
Monthly Parking Permit goes from $80.00 to $115.00.
Parking Fines apply to all lots leased and owned by Kitsap Transit.
Public Hearing NoticeThe Kitsap Transit Board of Commissioners will hold a public hearing on the proposed Fast Ferry Fare increase on July 2, 2024, at 8:30 AM. Attendance instructions will be posted on Kitsap Transit's Board page ahead of the meeting. A public comment period is established between May 18, 2024, and July 2, 2024. Why is Kitsap Transit raising fares on its Cross-Sound POF service?
Kitsap Transit is proposing a phased set of fare increases of $2.00 in 2024 and $1.00 in 2025 – the first time since launching the service in 2017 – in response to recent, ongoing inflationary conditions and growing urgency to preserve the long-term sustainability of the Marine Services fleet and facilities.
How did Kitsap Transit come up with the proposed fare increase?
The fares for the Cross-Sound POF were originally set based on charging a $2.00 premium above Washington State Ferries’ (WSF) fares. WSF has raised its fares incrementally over time, while KT has not.
The current full fare for passengers on WSF Seattle-Bremerton, Seattle-Bainbridge Island and Edmonds-Kingston routes is $9.85 and is scheduled to go to $10.25 on Oct. 1, 2024. WSF collects this fare on the east side of the route and does not collect fare on the west side of the route. KT’s proposed fare of $12.00 to Kitsap is consistent with preserving the $2 fare premium.
The proposed monthly pass price is pegged to the average cash fare.
What is Kitsap Transit changing about its monthly passes for its Cross-Sound POF service?
Kitsap Transit is proposing to eliminate the Bus/Ferry Pass. This Pass accounts for a very small percentage of its fare usage. In addition, Kitsap Transit would make the Fast Ferry Pass valid for unlimited rides on KT’s Local Foot Ferry, Routed, ACCESS, and On-Demand/Dial-A-Ride services during the month for which the pass is valid.
Why is Kitsap Transit raising parking fees at Annapolis Ferry Terminal and parking fines at all lots?
Kitsap Transit is aligning its parking fees and fines with market rates in Port Orchard and to promote carpooling to the Annapolis lot.
